Daniel A. Miller


Prior to joining the Idaho College of Osteopathic Medicine security team as a part-time Security Officer, Mr. Miller worked for the United States Department of Justice’s International Criminal Investigative Training Assistance Program (ICITAP) as the program manager at the U.S. Embassy in Islamabad, Pakistan. Prior to this multi-year appointment, he served as ICITAP’s program manager at the U.S. Embassy in Juba, South Sudan. 

Mr. Miller has over 42 years of law enforcement experience and had been engaged in international law enforcement development with ICITAP since 2005, also holding several senior positions within the ICITAP Iraq program. He completed his Iraq service by serving for three years as program lead for the Iraqi Commission of Integrity (COI) initiative. In this role, he provided recommendations to the U.S. ambassador on enabling the COI to develop and implement a comprehensive and sustainable anti-corruption strategy within a complex post-conflict criminal justice system environment. As a result of his extended service (seven years) during Operation Iraqi Freedom, Mr. Miller received both the Directors Commendation for Exceptional Service and the U.S. Army’s Meritorious Civilian Service Commendation. 

Domestically, Mr. Miller served in the Boise Police Department, rising through the ranks and holding progressively increasing positions of authority within the agency. He retired in 2004 at the rank of captain. During his 27 years of municipal service, he served in a wide range of plainclothes and uniform assignments, to include patrol, administration, detective and special operations. As a division commander, Mr. Miller exercised planning, management, and supervisory responsibility and was responsible for developing and implementing an integrated training program that led to national accreditation for the Special Operations Group by the National Tactical Officer’s Association. 

Mr. Miller also taught criminal justice administration courses at Boise State University. Mr. Miller is a graduate of the FBI National Academy, the FBI Intermountain Command College and the Northwestern University School of Police Staff and Command. He graduated with cum laude honors from Boise State University with both Bachelor of Arts in Criminal Justice Administration and Master of Public Administration degrees. 

Mr. Miller has been married to his beloved Kathy for 40+ years and they have four adult children and eight grandchildren. Two children proudly serve the City of Boise as police officers while the other siblings are both Physician Assistants. The opportunity to serve and protect ICOM and its constituents as a small component of the campus security & life safety apparatus allows for a lifetime of committed public service to continue to be fruitful, while now in service to ICOM’s faculty, staff and students.
